Meeting of Commission for Local Cross-Border Cooperation between France and Monaco, 12 February 2016

The sixth meeting of the Commission for Local Cross-Border Cooperation between France and Monaco was held on 12 February 2016 at the Ministry of State of the Principality of Monaco. 

Established in 2005, the commission meets annually, alternating between Nice and Monaco. Its role is to consider the practical questions that affect the Principality and the local authorities in the Alpes-Maritimes region as neighbours, particularly as regards social, health, transport, development and environmental issues, in the spirit of the “common destiny” shared by the two countries.

The meeting was co-chaired by H.E. Mr Serge Telle, Minister of State of the Principality of Monaco, H.E. Mr Hadelin de La Tour-Du-Pin, France’s Ambassador to Monaco, and Mr Adolphe Colrat, Prefect of the Alpes-Maritimes.

The Monegasque delegation[1] comprised members of the Prince’s Government. The French delegation[2] included Mr Christian Estrosi, member of the French National Assembly, President of the Provence-Alpes-Côte d’Azur Regional Council, President of the Métropole Nice-Côte d’Azur and Mayor of Nice; Mr Jean-Claude Guibal, member of the French National Assembly and Mayor of Menton; and the mayors of the French communities which border the Principality.

Among the topics on the agenda, the issues of road access to the Principality and local rail service were key concerns, and the authorities together reviewed options for improvements. To this end, progress towards reopening the motorway exit slip road at Beausoleil were discussed as well as progress on the Les Arcs–Ventimiglia railway line, in terms of capacity (target of 8,000 passengers during rush hours), frequency and train safety. Further consideration was also given to innovative transport options.

In addition, the two delegations welcomed the forthcoming ratification by the two nations of the agreement on teleworking, which will enable this way of working to be implemented, helping to create jobs, improve quality of life for the employees concerned and reduce road traffic.

The commission also noted the successful implementation of the digital partnership between the Principality and the Métropole Nice-Côte d’Azur, signed in 2015, and reviewed the issues at the heart of local administrative cooperation.

Finally, there was a report on the progress of Monaco’s offshore urban extension project, on which work is set to begin at the end of 2016.

There has been considerable progress in a number of areas, and those which cannot be resolved at the local level will be reviewed by the Franco-Monegasque joint commission during its next meeting in Paris in May 2016.

The two delegations agreed to convene for the next session of the commission in Nice in 2017.
