Engaging private-sector and civil-society stakeholders

In line with the commitment championed by H.S.H. the Sovereign Prince in support of sustainable development, the Monegasque Administration has for many years pursued an ambitious approach to environmental responsibility.
The National Pact, led by the Energy Transition Mission, was launched in 2018. It encourages organizations and individuals to commit alongside the Princely Government and Monegasque society to combat climate change and achieve the targets of reducing greenhouse gas emissions by 55% by 2030 and by 67.6% by 2035 compared with 1990 levels, as well as achieving carbon neutrality by 2050.
The Pact is a tool for progress aimed at residents, employees, students, businesses, institutions, and associations in Monaco who wish to contribute—through their actions—to the Principality’s energy transition by addressing the three main sources of greenhouse gas emissions in Monaco: transport, waste, and energy consumption in buildings.
The creation of the National Pact has also helped raise public awareness of the importance of responsible behavior through incentive-based campaigns focusing on energy efficiency, waste management, the promotion of soft mobility, and the fight against single-use plastics.
A specific component of the Pact was adapted for the Public Administration in 2023. Government departments were invited to take part in this national momentum by contributing to Monaco’s energy transition, notably in order to set an example for the rest of the Monegasque community.
Environmental commitment is a shared project involving all public and private stakeholders in the Principality. This collective effort now enables improved management of the country’s resources by promoting energy savings, waste reduction, optimized waste sorting, and the development of incentive-based policies in favor of more sustainable and balanced mobility.
