Attractiveness Department

Organisation and operation

Role

The Attractiveness Department is responsible for designing, structuring, and coordinating Principality of Monaco's attractiveness policy, under the authority of the Minister of State.

It acts as a coordinating and steering body, bringing together all the relevant public stakeholders around a shared, clear and accepted vision of Monaco's attractiveness. Its role is not to replace existing structures, but to organise their actions, clarify their scope and strengthen their impact.

The strategy led by the Department is based on three complementary pillars, which form the reference framework for all actions undertaken.

Residential Pillar

The Attractiveness Department supports the Principality’s residential policy in close coordination with the relevant authorities.

It works to improve experience of individuals and families moving to the Principality by improving the clarity of procedures, coordinating services, and improving the quality of support provided.

The challenges identified concern in particular the  smoothness of procedures, the understanding of the expectations of the target audiences, and taking into account structural constraints, particularly in terms of housing.

The Department facilitates and monitors the process by identifying points of friction, proposing organisational adjustments, and contributing to the continuous improvement of existing mechanisms.

Business Pillar

The Attractiveness Department contributes to strengthening the Principality's economic competitiveness.

It acts as a focal point between economic stakeholders and government departments, reporting on the difficulties encountered by businesses, identifying areas for improvement and promoting cross-cutting responses.

In this context, it facilitates regular dialogue with the economic ecosystem, promotes the sharing of experiences between sectors and helps to showcase local successes.

It also contributes to efforts to simplify the process of setting up and developing businesses, in conjunction with the relevant ministries.

International Promotion Pillar

The Attractiveness Department leads the coordination of Monaco's institutional promotion activities internationally

It delivers a clear and unified message to key opinion leaders, investors, institutions, and high-potential audiences, in line with the fundamentals of the Monegasque model.

It ensures that messages are clear and consistent, and that they are aligned with diplomatic and consular activities

The international strategy is based on a selective approach, targeting priority geographical areas and key networks, in order to ensure that Monaco's influence follows a structured and sustainable trajectory.

Strategic Coordination Function

Finally, the Attractiveness Department monitors and coordinates the work of the Strategic Council for Attractiveness, ensuring coordination between long-term thinking, policy guidelines, and operational implementation.

It contributes to defining priorities, evaluating ongoing actions, and drawing up successive roadmaps.

Organisation

The Attractiveness Department is organised around a streamlined governance structure, aligned with the three pillars of the national attractiveness strategy:

  • A Residential Unit, dedicated to helping individuals and families settle in the region
  • A Business Unit, focused on economic development and promoting the ecosystem
  • An International Promotion Unit, responsible for promoting the Principality's institutional influence
