Council of State

President of the Council of State: Mr. Samuel VUELTA SIMON

Duties

In accordance with the Article 52 of the Constitution, the Council of State is responsible for expressing its opinion on Bills and draft Ordinances that are submitted to it for examination by the Prince. It may also be consulted about other matters.

By virtue of its powers and composition, it constitutes a consultative body of the Prince in the legal field, at both the legislative and regulatory levels, which undertakes its functions in complete independence.

Organisation and operation

The Council of State has twelve members, chosen and appointed by the Prince, following opinions expressed by the Minister of State and the Secretary of Justice.

The latter is the de jure Chairman of the Council.
