Prince’s Government Reorganises its Digital Function
The Prince’s Government is reshaping the organisation of its digital services with the creation of the Interministerial Delegation for Digital Affairs (DIN), established by the Sovereign Ordinance published today in the Journal de Monaco.
The Digital Transition Office (DITN) therefore becomes the Interministerial Delegation for Digital Affairs (DIN). “Digital is no longer a transition: it is now a core government function and a driver of transformation in the way we work,” said Christophe MIRMAND, Minister of State. “It is central to the continuity and quality of public services, as well as to the Principality’s security and sovereignty. The Government Digital Office gives this function an organisational structure commensurate with its importance and designed to support Monaco’s digital development over the long term.”
Responsible for designing and proposing the Government’s digital policy, as well as overseeing its implementation and monitoring, the DIN will notably be tasked with developing a strategy for the use of artificial intelligence across the Administration.
It coordinates three specialised operational departments:
- the Department of Digital Services Development (DDSN), which deploys new digital services for civil servants, public officers and service users, oversees their continued development and supports users in adopting them;
- the Department of Infrastructures and Information Systems (DISI), which ensures the operational availability and security of the Government’s infrastructure and information systems;
- the Department of Digital Trust Services (DSCN), which brings together and structures the Government’s expertise in digital trust services.
A Separate Regulatory Function
To separate operational responsibilities from regulatory functions, the Government will shortly establish a separate service reporting directly to the Minister of State. It will take over the regulatory responsibilities currently performed by the Digital Platforms and Resources Department (DPRN), which will be discontinued.
Appointments
Pascal ROUISON will serve as Chief Officer for Digital Affairs.
He will be supported by:
- Georges GAMBARINI, Director of Digital Services Development
- Jean-Charles HARLÉ, Director of Infrastructures and Information Systems
- Fabien GIRAUD, Director of Digital Trust Services
