New Presentation for the Seventh Annual Study of Violence Against Women in Monaco

For the seventh successive year, Monaco Statistics (IMSEE) is publishing a study looking at violence against women in the Principality, in conjunction with the Committee for the Promotion and Protection of Women’s Rights.

Since 2019, the publication has been a key resource for monitoring and analysing violence experienced by women in Monaco. This year’s study has a new look, designed to provide more depth and approach the issue from a fresh perspective.

The key change is a focus on the concept of gender-based violence, as defined by the Council of Europe’s Group of Experts on Action against Violence against Women and Domestic Violence (GREVIO). The definition encompasses all forms of violence directed at a woman because she is a woman, or that disproportionately affects women.

The aim is to provide a benchmark document highlighting the systemic nature of gender-based violence, whilst recognising that the issue also affects a minority of men.

IMSEE has worked with the Committee and all of the professional stakeholders concerned to define specific criteria, ensuring that other types of violence such as assaults committed in public spaces are not automatically included in gender-based violence figures.

The scope of the study has been adjusted to focus on two main categories, namely intimate partner violence and sexual violence. The aim is to provide a greater depth of insight into each of these particular types of violence, and understand them better. The third and final chapter of the study looks at the way the courts deal with these types of violence. The figures shown only concern acts of violence committed in 2025.

As in previous years, the data come from various Monegasque sources, including the Police Department, the Department of Social Welfare and Social Services, Princess Grace Hospital (CHPG), and the Association for Support to Victims of Crime (AVIP). Each of these organisations provides detailed information about the cases of violence that come to their attention. It is important to note that figures should not be added together.   The numbers reflect incidents that occurred during the year, not the level of activity of the reporting organisations.

 The study notes several key findings from 2025:

• The Police Department recorded 40 cases of intimate partner violence or sexual violence committed in 2025.
• In 92% of the 72 cases identified by the CHPG, the victims were women.
• Some 66% of the cases of intimate violence recorded by the AVIP occurred in the presence of children.
