While the Prince represents the Principality in relations with foreign powers, as stipulated in Article 13 of the Constitution, the entire State is committed, under the Prince's orders, to ensure that Monaco plays an active role in major international issues and upholds these orders for the benefit of sustainable development and human rights.

As part of the Government of Monaco, the Ministry of Foreign Affairs is responsible for this international action, together with the Ambassadors and diplomatic and consular representatives appointed by the Prince. An annual report on its activities is prepared in liaison with the other Ministries and submitted to the National Council.

The Principality's international policy is strengthened through involvement with leading international organisations and the close bilateral relations that have been forged with many States. It is based on the credibility imparted through the Principality's neutrality and the presence of representatives from nearly one hundred and forty nationalities living in harmony within its borders. Above all, the Principality benefits from the international stature of H.S.H. Prince Albert II.

All these factors enable Monaco to play a key role on a wide range of issues relating to the environment, human rights (rights of vulnerable people - women, children, minorities - the fight against discrimination, human trafficking, etc.), the preservation of international peace and security and the achievement of sustainable development goals.
