Forward Studies

Keen to build a ‘model country and a country model’, in line with the wishes expressed by H.S.H. Prince Albert II upon his accession to the throne, the Prince's Government has equipped itself with ambitious, forward-looking tools in economic, social, and societal terms. These tools aim to develop Monaco's city and society in a rational and sustainable way.

The Strategic Council for Attractiveness, established in 2011, and the Department of Forward Studies, Urban Planning and Mobility provide all the necessary tools to envision the possible futures of the Principality in the fields of urban planning, mobility and infrastructure needs.

Based on precise demographic, economic and urban planning analyses, the scenarios developed aim to provide stakeholders across the territory with medium- and long-term visibility, to identify urban and functional challenges, to contribute to the implementation of public policies, and, where appropriate, to adjust their characteristics.

In the field of urban planning, the Department of Forward Studies, Urban Planning and Mobility monitors land availability and assesses the Principality’s development potential in light of housing needs, business premises and public facilities to be planned, as well as the functional balances that must be maintained. To illustrate this potential, it produces urban analyses and master planning concepts, as well as feasibility studies for development operations. It also frames this development potential by defining and regulating building rights across the Principality’s seven designated districts.

In the field of mobility, the Department of Forward Studies, Urban Planning and Mobility explores solutions capable of meeting the medium- and long-term mobility requirements of residents, workers and visitors, both within the Principality and in connection with external territories. The objective is to reconcile economic dynamism, accessibility and quality of life, relying on the most advanced tools and data available.

With regard to infrastructure, the Department of Forward Studies, Urban Planning and Mobility formalises, at the scale of the Principality, the needs arising from various demographic and economic development scenarios. It produces forward-looking documents and urban project programming studies based on theoretical needs assessments, functional scenarios, feasibility testing, and volumetric simulations and integration studies. These elements enable the Government to anticipate and determine the major strategic orientations for the future of the Principality.
