The fourth session of the intergovernmental conference charged with drafting a new international agreement on the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction was held in New York from 7 to 18 March 2022. It was attended by the Principality of Monaco’s Permanent Mission to the United Nations.

The Mission was heavily involved in the conference and presented specific proposals during the various debates, notably on the process of creating marine protected areas in the high seas.

These proposals were accorded significant prominence during discussions seeking to arrive at common positions shared by the small island states of the Pacific, the African group, the Latin American group, the Caribbean Community, the European Union, the United Kingdom, Norway, Australia, New Zealand and Canada.

The process, begun more than 15 years ago, is the most important and most ambitious recent development on the law of the sea. Monaco will continue to play a full role in seeking a conclusion to the negotiations, including via its Mission in New York.
