COVID-19: Tenth meeting of Joint Monitoring Committee

A tenth meeting of the Joint COVID-19 Monitoring Committee was held on Friday 5 June at the Ministry of State. The Prince’s Government and members of the National Council discussed the decisions that have been taken and are still to be taken in view of the health crisis and the resulting social and economic impact.

The reopening of additional classes at the Principality’s schools was addressed. The Prince’s Government confirmed that five year olds would be able to return to nursery school (Grande Section classes), provided that there was strict compliance with the instructions issued by the health authorities and that the staff and pupils involved can be tested. The National Council expressed a hope that children would be able to go to school every day as opposed to the current two per week, to make it easier for the parents concerned to return to work.

The issue of reopening crèches was also discussed. At the moment, two municipal crèches and one Monaco Red Cross crèche are open and accessible in the Principality, which would appear to be sufficient to meet all current demand. In the event of a significant change in requirements, the possibility of opening up additional places would be reviewed. This could be done, for example, by opening up other sites, which would allow the necessary distancing to be maintained. As an exception this year, these crèches will remain open during July and August.

The Prince’s Government and the National Council shared a determination to continue the resumption of economic activity, by expanding opportunities to reopen to further sectors given that the spread of the virus is controlled in the Principality.

Consequently, from Saturday 6 June, the following will once more be open to the public:

•            Children’s playgrounds (slides, swings, climbing frames and various attractions);

•            Self-service, outdoor sports equipment;

•            Private and public swimming pools.

Water supplies and soap, along with hand sanitiser dispensers, will be installed for use by children close to sports and recreational areas.

In the case of swimming pools, managers are asked to submit to the Department of Health Affairs details of their access procedures and the layout of the swimming area. Proposals will be reviewed on a case-by-case basis by the Monegasque health authorities, who will approve them (monitoring of chlorine levels, no paddling pools, regular disinfection, individual changing rooms, etc.). Regular checks on swimming pool management procedures and water quality will be carried out.

From 12 June, concert halls and indoor cinema screens will be allowed to reopen. Audience members will need to wear masks and occupancy will need to be restricted to every second seat on staggered rows.

From 15 June, gyms will be allowed to gradually resume their activities. Starting on this date, gym operators will be invited to submit their proposals for implementing public health recommendations. Only once these measures have been approved by the health authorities will individual gyms be allowed to reopen to the public.

Members of the National Council floated the idea of relaxing the distancing measures that have been applied to restaurants since they opened, and removing the requirement to book in advance. It was noted that these measures would be reassessed soon, once the required amount of time had passed since their reopening three days ago.

The Government and the National Council shared the idea that high levels of compliance with health measures by businesses could be used to promote the Principality of Monaco. Procedures for awarding certification for strict compliance with these standards will be established soon.

The Joint Monitoring Committee then discussed the payment of various forms of state support. It was agreed that the shared goal was to continue along the current path of supporting businesses, while making plans to change and adapt the way this support is implemented in line with the lockdown easing.

Finally, Committee participants addressed the issue of daily charges for public car parks. Members of the National Council were informed that the special daily rates would come to an end on 15 June as planned.

The next meeting of the Joint Committee will be held on 18 June 2020.
