Board of Auditors submits 2019 Annual Public Report to H.S.H. the Sovereign Prince

On 27 November 2020, Mr Christian Descheemaeker, Vice-Chairman of the Board of Auditors, submitted to H.S.H. the Sovereign Prince its 2019 Annual Public Report. The report was approved by the Principality’s supreme public auditing institution on 30 July 2020.

In light of the health situation, submission of the report was somewhat delayed this year in comparison with previous years.

In accordance with the Sovereign Ordinance dated 2 July 2008, the report details the activities of the Board during the preceding year. It is available on the Prince’s Government website.

During 2019, the Board of Auditors reviewed the accounts and management of the State in 2018.

One chapter of the report is then devoted to the accounts and management of the Commune for the financial years from 2016 to 2018.

Then, following audits of the accounts and management of Princess Grace Hospital (for the fiscal years 2012 to 2017) and of the Stamp Issuing Office (fiscal years 2014 to 2018), the reports of these audits, approved by the Board of Auditors in 2019, are analysed.

Finally, 2019 saw completion of the adversarial process relating to the audits carried out in 2018 of the Société d’Investissements Immobiliers d’Ostende (S.I.I.O.) and the Société I.M.2.S. Concept for the financial years 2012 to 2017, as well as of the Société Hôtelière et de Loisirs de Monaco (S.H.L.M.) for the financial years 2014 to 2017.

The year also saw the establishment, alongside Monaco’s supreme public auditing institution, of the Electoral Campaign Auditing Committee in advance of the 2019 municipal elections. The Committee approved the accounts of the two existing lists. 

In 2019, relationships with foreign supreme public auditing institutions and multinational associations were naturally maintained, particularly with the International Organization of Supreme Audit Institutions (INTOSAI). The Principality’s supreme public auditing institution took part in INTOSAI’s 23rd congress, held in Moscow in September 2019.

In conjunction with the end of the 2014–2019 term of office and the beginning of a new five-year term, the members of the Board of Auditors were appointed. The terms of all existing members of the Board of Auditors were renewed, with the exception of that of Mr Jean-François Bernicot, who had indicated that he no longer wished to sit on the Board. Mr Bernicot was replaced by a new member, Mr Roberto Schmidt. These appointments were enacted by Sovereign Ordinance No. 7.675, dated 16 September 2019.
