Police Department commits to Monaco’s energy transition

Police Commissioner Richard Marangoni signed up to the National Energy Transition Pact on Monday 19 October, at an event attended by H.S.H. the Sovereign Prince, H.E. Pierre Dartout, the Minister of State, ministers Marie-Pierre Gramaglia and Patrice Cellario, and Annabelle Jaeger-Seydoux, Director of the Mission for Energy Transition.

This latest addition brings the number of Monegasque institutions, businesses and associations which have signed up to the National Energy Transition Pact to nearly 130.

In her speech, Marie-Pierre Gramaglia welcomed the Police Department’s commitment to the energy transition, and stressed that “the challenges are commensurate with the climate emergency which is leading to ever more frequent and violent episodes such as the devastating storms that hit the three valleys of the Alpes-Maritimes region so hard. Our commitment must be total and must push us towards a zero-carbon country by 2050.”

For his part, Richard Marangoni confirmed that: “Police Department staff have been working for several years to apply the recommendations advocated in order to contribute to sustainable development.”

The many actions which have been introduced include the creation of the U.P.C.V. in February* and the crackdown since June 2020 on antisocial behaviour involving the discarding of masks and gloves on public streets.**

Involving nearly 600 civil servants and government officials, the scale of the Police Department’s commitment, like the actions undertaken, is significant (see Richard Marangoni’s speech, attached).

By signing up to the National Pact, the Police Department is also committing to hosting awareness workshops led by the Mission for Energy Transition.

The signing ceremony was followed by a tour of the Police Department’s new temporary offices at the Louis II Stadium, in advance of the move to Rue Suffren Reymond in 2023.

*: The Quality of Life Preservation Unit (U.P.C.V.) comprises 10 police officers (7 males and 3 females) under the command of a senior officer. It forms part of the Proximity and Security Section (S.P.S.) and its officers are equipped with electric bikes.

The unit’s primary role is to maintain and improve quality of life for residents of the Principality. It contributes to efforts to prevent fly-tipping by individuals and companies that do not comply with the relevant regulations. 

**: The widespread wearing of masks and gloves has resulted in a new type of antisocial behaviour: the dumping of such items on public streets.

With a view to maintaining cleanliness and out of respect for local people, the Urban Policing Division, the Marine and Airport Police Division and the U.P.C.V. are routinely recording offences against those responsible, who can be fined up to €300. (Offences are also recorded against those who dump other waste, such as food, drinks or cigarette butts.)

This offence falls under the provisions of the Environment Code.
