Monaco takes part in negotiations on new WHO international instrument to tackle pandemics

The international negotiating body to draft and negotiate an international instrument on pandemic preparation, preparedness and response held its fourth meeting at the World Health Organization from 27 February to 3 March 2023. The Principality, represented by a delegation led by H.E. Carole Lanteri, Ambassador and Permanent Representative of Monaco to the Office of the United Nations in Geneva, played an active part in the meeting.

The international negotiating body (INB) is a global process which was established by the WHO member states during the second special session of the World Health Assembly in December 2021. With the COVID-19 pandemic having highlighted many shortcomings in health systems across the world, the goal of this binding instrument would be to enable countries to be better prepared and protected with a view to preventing future pandemics and ensuring an improved response, particularly through strengthened cooperation. This process is running parallel to and complements the work underway to strengthen the International Health Regulations (2005).

Member States within the INB meet periodically to discuss the form and substance of the potential future agreement. During this fourth meeting, the Principality and many other countries shared their comments and questions about some of the provisions in the draft instrument. The INB plans to submit a final draft agreement on pandemics for review at the 77th World Health Assembly in 2024.

WHO is the United Nations organisation specialising in public health. The organisation was founded in 1948 and today has 194 Member States. Its role is to manage and coordinate global health within the United Nations system. The Principality has been a member of WHO since the organisation was established.
