Principality of Monaco at 52nd UN Human Rights Council

Monaco’s Permanent Mission to the Office of the United Nations in Geneva took part in the 52nd session of the UN Human Rights Council (Geneva, 27 February to 4 April 2023), focusing on the right to a healthy and sustainable environment and on children’s rights in relation to the digital environment.

On 9 March 2023, H.E. Ms Carole Lanteri, Monaco’s Ambassador and Permanent Representative to the Office of the United Nations in Geneva, spoke during a dialogue with the Special Rapporteur on human rights obligations relating to the enjoyment of a safe, clean, healthy and sustainable environment, who presented a report on the situation of women and girls. In this respect, H.E. Ms Carole Lanteri first confirmed that the Principality would once again make a contribution to the Special Rapporteur’s mandate, as it had done since 2019. With regard to the themed report, the Ambassador noted that the global environmental crisis was having a disproportionate impact on women and girls. She asked the Rapporteur about the key measures that States could take to make progress simultaneously on gender equality and the right to a clean, healthy and sustainable environment.

On 10 March 2023, Gilles Realini, Monaco’s Counsellor and Deputy Permanent Representative to the United Nations Office in Geneva, spoke during a debate on children’s rights in relation to the digital environment. He provided an update on the main measures implemented in Monaco to educate children in schools about the responsible use of digital tools, as well as prevention and awareness actions aimed at children in the Principality around digital risks. He also highlighted the recent strengthening of the legal framework in Monaco, including as a result of the act of 3 December 2021 on combating bullying and violence in schools, which takes full account of the new forms that these phenomena can take in the digital environment.

The Human Rights Council, a subsidiary body of the United Nations General Assembly, is the primary UN organisation with competence in the field of promoting and protecting human rights. It is headquartered in Geneva and is made up of 47 nations elected by the General Assembly for a three-year period.
