Diplomacy: accreditation of new ambassadors from Estonia – Peru – Jamaica – Cuba

On Tuesday 9 May, at a lunch held at the Hotel Hermitage, Isabelle Berro-Amadeï, Minister of Foreign Affairs and Cooperation, received H.E. Mr Lembit Uibo, Ambassador Extraordinary and Plenipotentiary of Estonia; H.E. Mr Rolando Javier Ruiz-Rosas Cateriano Ambassador Extraordinary and Plenipotentiary of Peru; H.E. Ms Symone Marie Betton-Nayo, Ambassador Extraordinary and Plenipotentiary of Jamaica; and H.E. Mr Otto Vaillant Frias, Ambassador Extraordinary and Plenipotentiary of Cuba.

H.E. Mr Lembit Uibo, who holds a Master’s degree in Comparative and European Law from Maastricht University and an Executive Master’s in European International Relations and Management from the University of Amsterdam, joined the Estonian Ministry of Foreign Affairs in 1999, starting in the EU Law Department and then serving as Director of the Department for Court of Justice of the European Union (CJEU) Litigation. From 2010 to 2014, he was Estonia’s Ambassador to the Czech Republic, before being posted to Belgium in 2017.

H.E. Mr Rolando Javier Ruiz-Rosas Cateriano was awarded a Bachelor’s degree in Social Sciences, majoring in History, from the National University of San Marcos, followed by a Master’s degree in Diplomacy and International Relations in the Migration of Peruvian Communities Abroad. He then began his career at the Ministry of Foreign Affairs in 1992. Having served in New York and Rio de Janeiro, he was subsequently appointed Chief of Staff to the Deputy Minister of Foreign Affairs, then Director for Organisations and Multilateral Policy in the Directorate-General for Multilateral and Global Affairs.

H.E. Ms Symone Marie Betton-Nayo, who holds a Master’s degree in International Law and Economics from the University of Bern and a Bachelor’s degree in the History of Art and International Relations from Kingston University (Jamaica), has worked for the Foreign Service of Jamaica’s Ministry of Foreign Affairs and the Ministry of Foreign Trade for 25 years, serving among other roles as Minister-Councillor at Jamaica’s Embassy and Mission to the European Union, then as Director of the Department for Foreign Trade at the Ministry of Foreign Affairs.

Having graduated with a degree in International Political Relations from the Raúl Roa García Higher Institute of International Relations and then from the National Defense College (CODEN), H.E. Mr Otto Vaillant Frias served successively as Deputy Consul at Cuba’s Consulate General in Chile, Cuba’s Consul General in Paris and, from 2010 to 2014, Cuba’s Ambassador to Egypt, Palestine and Sudan. From 2019 to 2021, he was Director-General of the Translation and Interpreting Service at the Ministry of Foreign Affairs.
