Minister of Foreign Affairs and Cooperation Isabelle Berro-Amadeï took part in the 29th meeting of the Organisation for Security and Co-operation in Europe (OSCE) Ministerial Council, which was held in Łódź (Poland) on 1 and 2 December 2022.

The Minister was accompanied by H.E. Lorenzo Ravano, Monaco’s Ambassador and Permanent Representative to the OSCE, and Jean-Laurent Imbert, the Deputy Permanent Representative.

The meeting largely focused on the situation in Ukraine, and brought together around 50 Ministers of Foreign Affairs.

In her speech, Isabelle Berro-Amadeï denounced the daily violations of international law and basic freedoms and reiterated the Principality’s firm position, which has been advocated at the highest levels of State since the conflict began.

She also emphasised the support offered by the Principality to the Ukrainian people, through both the funding of international projects and Monaco’s participation in the outpouring of solidarity which has led to the welcoming of refugees, support for women and the education of children forced to flee the war.

The Minister further noted the critical challenge of protecting journalists, whose work to document the situation is vital to the fight against impunity. She expressed her deep concern about the impact of the conflict on energy, food and the economy, as well as the danger of a nuclear incident.

In an appeal for de-escalation and a return to dialogue, Isabelle Berro-Amadeï stressed the importance of a multidimensional approach to security in order to collectively resolve the changes we face.

In the margins of the Ministerial Council meeting, Isabelle Berro-Amadeï met H.E. Livia Leu, the Swiss State Secretary for Foreign Affairs, to discuss the negotiations with the European Union in particular. The Monegasque Minister also signed an agreement on eliminating double taxation on income and wealth and preventing tax evasion and fraud with her counterpart from the Principality of Andorra, H.E. Maria Ubach Font.
